This program is intended to support exceptionally high standard groups in the universities with the following goals:
• Promote broad research activity at an extraordinary level and with a large scope.
• Ensure successful competition for these groups with others at the international research front.
• Develop novel research areas in the basic research system in Israeli universities.
• Encourage interdisciplinary research initiatives.

The program necessitates the participation of a few researchers or independent research groups in a common project. There should be real synergism and obvious cooperation between its various sub programs.
These programs can be funded up to 8 years: at first up to 4 years, with one possible extension (for up to four more years). An extension is approved in cases in which additional support is needed for the completion of the project goals as they were originally approved, or in cases in which the center´s activity has proven outstanding research, and the extension is needed for achieving results that are more substantial. The first period of funding is up to 1.5 million dollars in natural sciences and up to 750,000 dollars in social sciences and humanities.

Since this program began, 177 proposals were submitted, out of which 96 in exact sciences and technology, 66 in life sciences and medicine and 15 in social sciences and humanities. To date, 58 such proposals (33%) have been approved with a total budget scope of about 146.5 million NIS: 40 in exact sciences and technology, 13 in life sciences and medicine and 5 in social sciences and humanities.
